This was sealed in its package but the package was heavily discolored and cracked and the paper portion had gotten wet. So I cleaned everything with simple green. Its brand new and complete, no defects. No instructions. I tossed the water/sun damaged package and put everything in poly bags and a fresh box.
Can be used in and out of the water to illuminate landscapes
